Mass Fiscal Explanation
Mass Fiscal supports a yes vote because we believe this amendment increases transparency and gives municipalities better tools to act fiscally responsible. Many cities and town plan their annual budgeting in the spring, however this is difficult for them when they have no idea how much funding they will get from the state. This amendment would require only the minimum state funding to be available to cities and towns reasonably, by March 31st, although this does not limit them from being budgeted more money.
