Bill to prohibit legislators from grouping many consolidated amendments to the budget into a single vote House #216

Vote Description

This was an amendment to the Budget Order, H.4199, which establishes the rules for the budget debate. Legislators have been turning more and more to what they call consolidated amendments during the budget process. What this does is group together many budget amendments with similar topics in order to save time, and strong arm people into having to vote for the grouped amendments in order to get their own amendment passed, even if they don’t agree with other amendments in the group. This is a lazy practice that stifles transparency. More recently however, they have been grouping more than one already consolidated amendment into a single vote. This could mean that hundreds of amendments that are not even related in topic, are being forced into one single vote.

Mass Fiscal Explanation
